UP Cabinet Approves Startup Mission 2026, New Data Centre Policy, Home Guard Medical Scheme, Major Urban Reforms
The Uttar Pradesh Cabinet on Monday approved a series of major decisions spanning investment, industry, innovation, healthcare, education, sports, and urban development, aiming to accelerate the state’s progress toward becoming a one-trillion-dollar economy.
The meeting was chaired by Chief Minister Yogi Adityanath, and several key proposals were cleared to boost infrastructure, governance, and welfare initiatives across the state.
Key Approvals in Cabinet Meeting
After the meeting, Finance Minister Suresh Kumar Khanna, Labour Minister Anil Rajbhar, and Higher Education Minister Yogendra Upadhyaya briefed the media on the decisions.
Startup Mission 2026 Approved
The Cabinet approved the Uttar Pradesh Startup Mission-2026, designed to strengthen the state’s startup ecosystem.
- Chief Secretary will head the governing body
- An executive committee will be formed for implementation
- Focus on innovation, entrepreneurship, and job creation
New Data Centre Policy Cleared
A new Data Centre Policy was also approved to promote investment in the digital infrastructure sector and position Uttar Pradesh as a major data hub.
Livestock Insurance Scheme Expanded
The Chief Minister’s Risk Management Livestock Insurance Scheme will now be implemented across all 75 districts.
- Government will bear 85% of insurance premium
- Aim: financial security for livestock farmers
Cashless Medical Facility for Home Guards
Around 69,000 Home Guard personnel and their dependents will receive cashless medical treatment up to ?5 lakh, strengthening their healthcare support system.
Major Education and Health Infrastructure Push
- New ESI hospitals to be set up in Gorakhpur and Moradabad on 5-acre plots each
- An ESIC Medical College to be established in Varanasi on 13 acres, with 50% seats reserved for workers’ children
Sports and University Approvals
The Cabinet also approved amendments to recruitment rules for national and international medal-winning athletes.
In the private sector, approval was given for new universities:
- Maharishi Mahesh Yogi International Agricultural University (Bilhaur, Kanpur)
- Ajay Kumar Garg University (Ghaziabad)
- Thakur Yugraj Singh University (Fatehpur)
Urban Development Decisions
- Jalalabad Municipal Council (Shahjahanpur) renamed as Parshurampuri
- Approval for issuing municipal bonds for Gorakhpur and Moradabad
- Infrastructure Development Fund support to improve credit ratings
Other Key Approvals
- Allocation of Nazul land for Varanasi Ropeway Project
- Swachh Bharat Mission (Rural) Operation & Maintenance Policy 2026
- Amendments to Probationary Officer Service Rules and Cooperative Audit Rules
- Revision of pensions for UPPSC Chairman and Members as per Seventh Pay Commission
Government’s Vision
The state government said these decisions are aimed at boosting investment, generating employment, and strengthening key sectors including education, healthcare, agriculture, sports, and urban infrastructure across Uttar Pradesh.
