UP Excise Revenue Soars Rs 5,251 Crore in April 2026, Records Strong Start to 2026-27

The Uttar Pradesh Excise Department has kicked off the 2026-27 financial year with record-breaking revenue growth. In April 2026, the department collected Rs. 5,251 crore, up from Rs. 4,319.46 crore in April 2025 — a remarkable increase of Rs. 931.54 crore in just one month.

UP Excise Minister Nitin Agarwal attributed this growth to a transparent system, digital monitoring, and strict administrative reforms designed to curb revenue leakage without promoting liquor consumption.

Excise revenue in Uttar Pradesh has steadily climbed over the past decade. From Rs. 8,139 crore in 2011-12, it rose to Rs. 14,273 crore by 2016-17, although revenue collection efficiency was declining at the time, with only 74.15% of targets achieved.

After the Yogi Adityanath government took office in 2017, major technical and administrative reforms were introduced, including e-tendering for licenses, digital supply chain tracking, barcode-based monitoring, and online district-level accountability. Anti-smuggling campaigns further strengthened enforcement.

The results were immediate: in 2018-19, revenue exceeded targets by 104.03%, reaching Rs. 23,928 crore. Collections continued to rise, hitting Rs. 36,321 crore in 2021-22, Rs. 41,252 crore in 2022-23, Rs. 52,573 crore in 2024-25, and a record Rs. 57,722 crore in 2025-26 — nearly four times the revenue of 2016-17.

According to Minister Agarwal, this growth is due to a “system reform model” emphasizing transparency, digital governance, and leakage prevention, rather than merely increasing liquor sales. Experts now view UP’s excise framework as a model of data-driven monitoring, financial discipline, and administrative transparency. Preliminary figures for 2026-27 suggest the state may set new excise revenue records if this trajectory continues.
