Kangra, HP, Nov 2 (UNI) Stating that Congress has become a laughing club, Prime Minister Narendra Modi on Thursday called upon voters to overthrow the Virbhadra Singh Government in the November 9 Himachal Pradesh Assembly polls, saying the time has come to oust those who have looted the state.
