Ram Babu Shah, a communications expert at a UN agency in Kathmandu, was recently in a desperate search for a hospital bed for his coronavirus-infected brother. He finally found a bed at a local hospital in Nepals capital, Kathmandu, but had to pay exorbitant rates. There are two types of problems
